ou can find a whole bunch of emulators and ROMs. The word means in English ROM Read Only Memory or in french can only read into memory, it is a physical memory (an electronic component) where you can not write but only read the contents. This is used for games consoles and cartridge same CD even if they are not components electronic (CD-ROM). 

In fact, ROMs available on the Internet are computer images of the physical ROMs. Only, they are completely useless. This is where the emulator. An emulator is a program that emulates (ie reproducing operation) a processor or a set of electronic components. But the internet ROMs are images of physical ROMs, they are regarded as copies of these games. So, one has the right to own these ROMs if you own the original games, in which case they are regarded as backups. Otherwise they are illegal copies. On some sites offering ROMs for download, there is a text warns us that we have the right to retain ROMs only 24 hours if we do not have the original. This is completely wrong, in no case has the right to own these ROMs without the original, either 24 hours, 6 months or 2 minutes.
